Bali, Indonesia – February 25, 2025 – The Ombudsman for Human Rights and Justice of Timor-Leste participated in the Sunnylands Initiative V, held from February 23 to 25, 2025, in Bali, Indonesia, joining regional leaders, scholars, and democracy advocates in discussions on advancing democratic norms and governance in the Indo-Pacific.
The three-day forum focused on the challenges and opportunities for strengthening democratic governance amid rising geopolitical tensions, economic uncertainty, and technological disruption. Discussions also highlighted the need to counter narratives that undermine democratic values and the importance of fostering regional cooperation to support democracy.
During the meeting, the Ombudsman raised concerns about the impact of social media in shaping public perception, warning that digital platforms can sometimes be used to distort reality, promote misleading narratives, and glorify undemocratic actors. He emphasized the need for democratic stakeholders to actively utilize social media to advance values of democracy, human rights, and good governance, rather than allowing digital platforms to be dominated by harmful narratives.
The Ombudsman also acknowledged that despite Timor-Leste being recognized as the most free and democratic country in the region, there are ongoing efforts by some to frame democracy as a purely Western concept. He stressed the importance of reinforcing the message that democracy is not foreign but is instead a core part of the region’s values and way of life. This point was echoed by other participants, who reaffirmed that democracy in the Indo-Pacific is compatible with cultural traditions, religious diversity, and inclusive governance.
The Sunnylands Bali Statement, issued at the end of the forum, reaffirmed the commitment of participating nations to uphold democratic governance and human rights. It highlighted key achievements, including the Indo-Pacific Democracy Forum in South Korea, the Democracy Advocates at Risk program in Japan, and increased inter-parliamentary engagement in the region. Participants agreed that while democracy faces significant challenges, continued collaboration and strategic initiatives can strengthen resilience against authoritarian influences.
As a key representative from Timor-Leste, the Ombudsman’s participation reinforced the country’s commitment to democratic governance and human rights. The Sunnylands Initiative V served as an essential platform for regional leaders to exchange ideas, build partnerships, and reaffirm their shared vision for a stable and democratic Indo-Pacific.
