Hera, March 28, 2025 – Deputy Ombudsman for Good Governance, Rigoberto Monteiro, officially closed a week-long human rights training for 25 trainees from the Naval Component of Falintil-Forsa Defesa Timor-Leste (F-FDTL) in Hera. During the closing ceremony, he awarded certificates to the participants, emphasizing the importance of human rights in military operations.
In his remarks, the Deputy Ombudsman highlighted that the protection of human rights is not only the responsibility of the Ombudsman for Human Rights and Justice but also extends to the F-FDTL. He underscored that this training plays a vital role in ensuring the F-FDTL operates professionally and remains a protector of the people, always acting within the framework of human rights.
“The role of the Armed Forces is crucial. The F-FDTL is responsible for ensuring national security, and in every situation, it must act professionally. It must always strive to be the protector of the people, guided by human rights principles,” Rigoberto Monteiro stated during the ceremony.
He also urged the F-FDTL personnel to assist communities during crises such as floods, natural disasters, or security threats, emphasizing that the F-FDTL exists to defend and serve the people.
“The people are proud of you, so always uphold the people’s confidence in this force by acting with integrity, professionalism, and responsibility. Always remember—wherever you are, your duty is to protect the people,” he added.
The Deputy Ombudsman further encouraged the trainees to apply the knowledge they had gained to ensure their decisions and policies align with human rights principles, preventing any actions that could lead to human rights violations.
Speaking at the event, Commander of the Naval Component, Commodore Higinio das Neves, congratulated his officers for their dedication during the five-day training and urged them to internalize and apply the lessons learned.
“Protecting the people does not mean waiting until someone fires a weapon. It means responding to all threats—whether natural disasters, theft, or any form of suffering. Always be ready to protect and support those in need,” he stated.
He further stressed the importance of continuous learning, stating, “Use the knowledge you have gained. Knowledge is power, and Timor-Leste needs our expertise. Today, our role is not to fight for independence, but to learn, serve the people, and contribute to national development.”
Commander das Neves also encouraged the trained personnel to share their knowledge with their colleagues who did not attend the training, ensuring that all members of the Naval Component operate more professionally.
The human rights training, held from March 24-28, 2025, was facilitated by trainers from the Ombudsman for Human Rights and Justice (PDHJ), the F-FDTL, and the UN Human Rights Advisory Unit (UADU). The objective was to enhance the professionalism of the F-FDTL Naval Component, ensuring they uphold human rights principles in their daily operations.
