Dili, 4 April 2025 – The Ombudsman for Human Rights and Justice, Virgílio da Silva Guterres ‘Lamukan’, facilitated the official launch of a landmark research report titled “LGBTIQ Welfare in Timor-Leste: 2024–2025” at the PDHJ office in Dili. The report was independently developed by the LGBTIQ Research Team, with support from Arcoiris Timor-Leste, ASEAN SOGIE Caucus, and Women’s Fund Asia.
In his remarks, the Ombudsman affirmed PDHJ’s constitutional duty to promote and protect the rights of vulnerable groups, including LGBTIQ individuals, who continue to face systemic marginalization in Timor-Leste.
“We welcome this research because it gives us evidence and reflection. It strengthens our commitment to be part of the long journey toward justice and inclusion for the LGBTIQ community. As human rights advocates, we see this report not just as data, but as a tool for action and a symbol of resistance,” he stated. The Ombudsman expressed gratitude to the LGBTIQ team and partners involved, reiterating PDHJ’s dedication to supporting inclusive, evidence-based policymaking that affirms the dignity and rights of all citizens.
He added that for many in the LGBTIQ community, their struggle is not only against societal prejudice but often against deeply personal barriers, including rejection from families or religious condemnation.
“In our faith, we often say each person has a guardian angel. But for the LGBTIQ community, the struggle feels like fighting even that angel — sometimes against family, community, or traditions. As the Portuguese say, ‘Contra tudo e contra todos’ — against everything and everyone.”
The Ombudsman acknowledged that while no research is perfect, each study contributes to building knowledge and shaping future actions.
“I’m not a statistician, but I understand that every research has its strengths and limitations. What matters is that it creates awareness and provides a basis for future work. We at PDHJ also receive complaints that reflect the social injustices LGBTIQ people face, and we defend their right to freedom of expression, organization, and participation in public life.”
He reminded everyone that Article 1 of the Constitution of the Democratic Republic of Timor-Leste guarantees the dignity of every person, including LGBTIQ citizens.
The Ombudsman concluded by thanking the team behind the report — including, Bella Galhos, Iram Saeed and all partners involved — and reaffirmed PDHJ’s ongoing commitment to working for justice, inclusion, and evidence-based policy:
“We must challenge the perception that some people are ‘less than others’. Any injustice committed in this country against any individual is our shared problem. Let us move forward — the path is long, but with steady and determined steps, we can build a more just society.”
The research highlights key challenges faced by the LGBTIQ community, particularly in the areas of:
- Social acceptance and family support
- Access to health services
- Employment discrimination
- Ongoing violence in its various forms
This report is a critical step toward increasing awareness, shaping public discourse, and promoting systemic change for the rights and welfare of LGBTIQ individuals in Timor-Leste.
